No, a candidate is can choose his community upon conversion and is not bound by the community of the Bei Din.

From the early 20th century and into the 21st century, the Syrian communities of the Americas developed a ban (the “Edict”) on accepting converts in their communities in order to prevent fictitious conversions. The Mashadi Persian community has also accepted a similar ban.
Other than those two communities, the rest of the Sephardic world welcome converts into their communities without boundaries. Whether or not the Syrian “Edict” was correct or remains correct is a matter of debate (see here) that won’t be resolved today or tomorrow, and it would simply be best for converts to avoid attempting to join these communities. There are plenty of other communities in the Jewish world, and there is no need for a convert to get fixated on these.
